I have studded my male yorkie out. He has tied once with another female. The female came over she has had one litter of pups in the past. Her owner informed me that she is aggressive towards males that are trying to mate her. So she held her female to keep her from attacking him. Her female is on her 11th day of heat, she has a pick discharge. My male was humping her like crazy but was not making it inside. I helped him put it inside the female. He did not start humping though. He just stayed there panting and the lady and I held them together. He did not tie with her though his penis was fully out. While I was holding him in place I could feel his testicles twitching for about 3-4 minutes. We let them come apart and when he did some fluid came out along with it just a tiny bit. I could tell some was from her because it was pink and some was clear. Does this mean she is pregnant? It was not a tie but I am sure that he ejaculated inside her. Sorry I do not mean to be so graphic but I do not know how else to explain the whole story. Thanks

A female can get pregnant even if they don't tie.  However, that does not mean that she is pregnant.  

When two dogs breed people say that they tied or they say they were stuck.  What is actually happening is that the males penis swells at the tip to the point that he cannot remove it from the female.  The penis can only be removed after the swelling goes down, which usually takes about ten minutes.  The reason that a tie is desirable is because it pushes the semen forward and prevents the semen from coming back out.  When this occurs the female has a better chance of getting pregnant.  Sometimes they will have what is referred to as an external tie.  This is when the swelling occurs but it is further down on the shaft of the penis and is not inside the female.  In both instances they can get pregnant.

You need to breed them again before day 13.  This time do not let him try on his own.  Help him from the moment he wants to breed.  What probably happened is that he got to tired out from the initial trying and couldn't tie.  If they don't tie again, you will need to hold the female with her butt up in the air and her head down towards the floor for about five minutes.  This helps the semen go farther into her vagina and keeps it from running right back out after he ejaculates.  I know it sounds funny and will most likely be uncomfortable for the female but it is necessary in order to increase her chances of getting pregnant.

Also, you need to see if the reason he was humping like crazy but couldn't get inside was because he is too short.  Usually when they can't get inside it is because the male is to short to reach the female.  When this occurs the best thing to do is fold a towel several times and have him stand on it.  After he is standing on it look underneath to make sure he can reach the female.  You may still have to guide his penis inside her but he will not be worn out and should be able to tie. It also serves the purpose of giving him better traction with every push.
