two and half weeks ago she started licking her pee pee area what seems like every few minutes she will stop what she is doing & lick. When I took look it was swollen and a sort of dark color, I called the vet(Banfield System) & my 16 yr old daughter took her in they said more than likely she is in heat & said it would cost $100 to confirm if she was or not.  My question is should she be licking it constantly and if so is there anything I can buy to put on it to give her some relief that is edible and wont harm her?

First of all I do not understand how the vet could not tell if she is in heat or why it would cost you $100.00 to find out.  If it was me I would have run screaming in the opposite direction if they had told me that because I would have to assume they are incompetent.  OK, lets see if we can do the same thing for $0.00 lol
When a female is in heat she will lick her pee pee quite often.  Yorkies are by nature clean dogs and so she is just being a good steward of her body and keeping herself clean.  This is as natural as life itself and there really is no need for you to put anything on it.  If it would make you more comfortable or if you are worried about your furniture or carpet getting soiled then you can purchase a female doggie diaper at any pet store.  They have disposable or you can buy one that is reusable.  The reusable ones have pads that can be changed just like humans.

Now, the normal heat cycle is three weeks long.  The first week she will bleed bright red blood.  Week two it will turn to a milky pinkish color and be just spotty.  The third week she will have a swollen pee pee but there should be no discharge.  So if this started two and a half weeks ago then you are almost out of the woods.

From what you are describing I really don't think that you have anything to worry about.  If however, she continues this behavior (I'd give her another ten days or so) you may have to take her to the vet to see if it is a yeast infection or something like that.  So quit worrying mom, your little girl is just going through the stages of womanhood and she should be fine.
