house training

Question
i just got a 5 month old male toy fox terrier, and he will no go outside to use the bathroom - i take him out and yet as soon as i bring him in he is messing on the floor - its the dead of winter right now and i dont know what to do, if i take him outside he just sits and shivers or lays at my feet

Answer
Get an exercise pen and place it in a spot you can see from the door or window. Make sure you cover it with a tarp so he is sort of out the elements. Put a jacket on him and place him in the pen.  As soon as you see that he has done his business go out and  praise him and take him in.  He will learn to go fast so he can get in the house.
