8 month old pug peeing and pooping spontaneously

I have an 8 month old pug and when he gets excited he will pee or poop no matter where he happens to be.  My daughter has been playing with him on our bed and he all of a sudden will just poop and he doesn't squat it just comes out.  The same with the peeing he doesn't squat or lift his leg he just goes. Is this something he will outgrow?  He is the first put we've had so we don't much about the breed. And then last night he was sleeping on my husband's extra pillow and he basically wet the bed.  My husband woke up and started to rearrange his pillows and realized that Dexter had peed on two of them.  Should we take him to the vet for this? Or could his bladder just not be mature enough yet? We are getting him neutered right after Christmas as the people who bred him have two registered pugs but didn't register the puppies and he is just pet quality which is perfect for us we just aren't sure what to do about the peeing and pooping out of the blue like that.  We are his second owners, his first owners kept him in a kennel basically all the time and we only put him in a kennel if he is unable to go with us otherwise we take him with us.  Other than the peeing and pooping problem he is a joy and has so much personality and he is very smart.  In the two months that we've had him he has learned to sit, shake, heel and we are working on lay right now.  He learns quickly.  Any advice you can give me on this problem would be greatly appreciated.

Glad to hear you have a great pug and he is doing well in your new home.

That certainly is not normal.  I think he would have outgrown it by now.  When you have neutered, it may help.  I would recommend talking to your vet about it when you take him for his neutering.

I think he just has never learned control.
