excessive skin in older lab

My 12 year old female lab has excessive skin hanging from under her neck that seems to have appeared recently . . making her look like she has a really thick long neck.  She doesn't appear to be in any pain and the area feels fleshy, she eats fine - just an ole' girl who moves slowly.  Any ideas - just old age?

Old dogs get that way.  My 12 year old is that way.  This photo is straight on:
