Question
Is it normal for labs to gain weight during winter? I can feel his ribs, but he seems a little tubby. Should I decrease feeding portions for the winter months?

Yes, any time the dog seems to be bulking up a little, you need to cut back.  I am not sure if I have seen the winter pattern, but most of my experience is with the first year when it is a moving target.  

Your dog definitely should be narrower at the waist than the hips and chest. You should be able to easily feel the ribs, but not see them. Each dog is different. Standard recommendations are a good place to start, but each dog must have its food and exercise adjusted to its individual needs.
