i have taken in 2 brothers they are young pups but they fight all the time and sometimes i can not part them they dig there teeth in and leave marks and draw blood help i do not know how to stop them .

Hi Nadine,
Both puppies are "fighting" for the dominant position... meaning one of them WILL be the boss of the other. You need to do some serious training right away or this will only escalate as they get older.
Two males are tough to raise, is there anyway you could exchange one of the puppies for a female?
If you show ANY fear or passivity the puppies will know it and try to become dominant to you and that spells trouble. Be confident, assertive and calm when they are fighting and grab each one by the back of the neck and separate them. The trick to training puppies is to STOP the behavior BEFORE they start fighting. You'll have to keep constant vigilance of them and prevent them from going at eachother.
Watch The Dog Whisperer on Friday nights on the National Geographic Channel and Cesar Milan will show you some great tips on how to prevent and stop aggression before it happens. Basically you have to teach the pups that they are not allowed to be aggressive and you do that by intervening before it escalates. By using a firm touch on the back of their neck and a sound command (like a pssst!) to the pup the SECOND you see any sign of aggression. This breaks their concentration on getting aggressive to the other pup. You have to be absolutely consistent, and extremely calm and authoritative when you correct. You can't show them you are in the least bit nervous. YOU are the dominant one, not them.
When they are playing nicely or sitting quietly together, you make sure to give lots of praise - sending a message that THIS is good!
Stay consistent and you should do OK.
Neutering them will take some of that aggression away too and I highly recommend it.
Giving them lots of exercise will also burn away some of that energy and aggression.
