Ive had a jack russell for almost 5years and just a couple of weeks ago we brought a maltese cross chiuihua puppie and even since our new puppie has been sleeping outside our jack russell has been acting strange. When people come over and go to pat him he hides his tail and starts weeing. One night he was jumping crazy on our door and squealing. I want to no is this any sign of our jack russell being jelous of our new puppie and seekin attention or is it a sign that he may be sick?

It doesn't sound like he's sick, and I'm pretty sure he's definitely jealous of the new puppy. Maybe jealous isn't really the right word. He is probably terrified that you are going to REPLACE him with the new puppy. There are ways of introducing new puppies to older dogs so that the first dog is not threatened by the arrival of the new one.
They should meet outside in a neutral area and be allowed to play and meet eachother. The puppy should FOLLOW the other dog into the house as if being invited by him. If you carry the puppy in the house you are sending a message to your jack that he is more important than him and that makes them nervous and act out.
If you purposely keep the two apart, you are sending more signals to the jack that this puppy is something that he isn't allowed to interact with and you DON'T want to do that. You want them to be friends!! Let them spend a lot of time together. Don't share any of the jack's toys, bowls, bed or personal items with the new puppy; make sure the new puppy has all its own stuff. If you give the new puppy something of the jacks, he will think he is going to be replaced.  It's very important to give the jack russell LOTS of extra attention and treats and walks etc, to let him know that he is just as special as this new little "intruder". Everyone loves puppies, but make sure they give just as much attention to your jack.
I believe that when you approach him and he urinates, he is afraid that you are going to take him away. :(   Use a high voice and loving tone, and shower him with affection!!  Good luck!!
