my 2 Jack Russells attack neighbors small dog

My 2 JRT's got out in front the other day and attacked my neighbors Chiuhaua, she is ok, but I am SO scared that they will do this again if given the chance.   Do you think that they might think that it's a rodent or a small animal. they have killed mice,rats,and attacked cats before.  PLEASE help

If they have done it before, they will do it again. Without a doubt.
It's up to you to make sure that they either don't get out again, or maybe get an electric fence so they don't cross it; or most
importantly you may want to try to train them to respect other dogs.
Do they get to socialize with other dogs other than themselves?
It's best to start when they are puppies, but no dog is untrainable.
It sounds like you may need the help of a professional dog trainer because they are in "kill" mode when they see other dogs and it's going to take some serious work to break the habit.
I know Chihuahua's are small but I doubt they thought she was a small animal. Chihuahua SCENT is DOG. Dogs first recognize anything by smell. They just didn't like the dog and for some reason viewed her as a threat. SERIOUS training is needed but don't despair, it really can be done if you put the time and effort (and unfortunately money)into it, and don't waiver.
Sorry you had to go through that, it must have been scary.
