My jack russell (short-legged) terrier has developed a rash.  I read the answer you gave another person including that such rashes often develop between 6 months to 3 years.  but my dog is about 7 years old and had never before exhibited any time of rash.  

It's all over her belly and between the joints of her legs. It started at about the time she started scratching so we applied frontline flea medicine.  when we took her to the vet, she had some type of ear infestation, which was treated with steroids and an ear wash and medication.  She's no longer scratching her ears and the rash cleared up but returned as soon as the steroids were stopped.  

It seems to almost heal before it comes back again.  Any suggestions?

So sorry about the rash...
Because it went away with steroids.. it's most likely allergies and not dermatitis.
Unfortunately sometimes jack russells just develop allergies, no rhyme or reason why.
You need to find out what is causing the allergic reaction, but start with using a grain-free food. 99% of the time, it's the grains in food that cause the problem.
Did you use any new carpet cleaner or anything? New laundry detergent on the bedding?
Second most common in something they come in contact with.
Sometimes you can't find a reason... and medication is all that will help.
