GSD being around each other

Question
Hi I have a 10 month old German Shepherd who is about 75lbs. My parents have a 6 month old German Shepherd who is maybe 40lbs. When ever we get them together the older and bigger dog will go up to the smaller dog and start sniffing him and wanting to play. The smaller dog will run to my parents for safety. They will eventually lay together, but when the my parents puppy gets up to go do something the other will follow and scare the other. Any advice that will allow them to become friends faster would be great. Thanks

We frequently have puppies from 7 weeks old on up together and seldom a problem.  Perhaps he was removed from his litter too soon and didn't have continuing contact with other dogs.  I would supervise things, and be quick to settle the older dog when it gets too rough.
