two female GSD

My female GSD who is 4 and one of her pups also female who is almost two, will get into fights now and then. I mean where they will bleed. my question is after they are done, the younger one will clean her mom... why is that? she keeps following her and licking her face.

Licking is a form of submission. Your dog is showing submission to her mother after the fight. You need to estabish dominance in your home as the alpha pack leader. Go to alpha boot camp on the web for lots of suggestions and ways to make this happen.
Once you've established yourself as pack leader, the fights will stop. Exercise your dogs every single day with walks. And make sure they get enough exercise at least twice per week to REALLY tire them out.
