I have 2 german shepherd pups - both a little over 4 months old. The female is bleeding when she pees - this just started today. The male doesn't show any interest in her and I didn't think they usually went in heat until around 6 months. Could she be in heat already?

A 4-5 month old pup will not go into heat, its too early.  That usually starts later between 6-9 months of age.  

Blood in the urine is nearly always a sign of a medical problem that requires a visit to the Vet.

The most common causes of blood in the urine are bladder stones or infection of the bladder or kidney.  Blood in the urine can also sign of a more serious internal problem.  

This will require a visit to your vet, a physical examination and a urinalysis to determine what is causing the bloody urine.

This is not something that should be ignored or put off. Your pup needs the appropriate treatment in order to resolve this problem.
