puppy whining

Question
Hello, I have a German shepherd/Irish wolfhound mix, he is 11 weeks old. He doesn't seem to like going for walks. He whines and pulls to go back into the house, and when we go into a shop he whines quietly all the time as though its the worst place on earth.Even though hes a man and like all men hates shopping, this cant go on. I have tried everything. Walking positively as though nothing is wrong and NOT stopping and comforting him, enticing him with puppy snacks, playfully going for a walk with toys, balls etc.
Help me please. Is it normal? I've had him since he turned 8 weeks.
Thankyou
Liza

Answer
I don't quite understand this.  Usually at 8 weeks they are ready to go out into the world and readily accept new things and people.  Are you sure he was only 8 weeks?  Dogs that are held in a kennel past 12 weeks often behave like that.  Is he active in the house or out in the yard or garden at home?  If not, maybe he has a physical problem and needs to see a vet.

Try to make sure some of the shops you visit welcome him.  If they don't have a supply of biscuits, see if they will accept some to give him when he comes.
