Afraid/Friendly to Strangers

Question
My GSD just turned 7 months and I have been trying to socialize him. He is afraid of people and either tries to run away or starts barking as he backs away. However, after exposing him to the same couple of strangers over a period of time, he becomes too friendly (jumping, crying and licking their face as if the stranger was his owner). I want my dog to be somewhere in the middle, not so trustworthy of strangers, but not fearful of them. Will neutering him change his behave?

Answer
It may or may not help much.  Certainly there is no good reason not to.  Dogs with temperament problems are not good candidates for breeding.  Neutering should help with other problems.

A good obedience class should help.  Find one that uses positive methods, but still emphasizes being a leader.
