Puppy Biting children

Question
We recently adopted a 3-month old puppy from the shelter who is obviously 50% or so German Shepherd.  She is so hyper and has bitten the children, including twice where she growled and bit the child's hand, and drew a little blood from a small scratch.  Granted the child was trying to pull a toy away, but is this appropriate for this age, or is the dog too aggressive?  She has a very dominant personality, although she submits to my wife and I .  What can we do to try and spare having to take her back?

WORK WITH THIS PUPPY AND STOP THIS HIGH DRIVE NOW.  TAKE HOLD OF A HUNK OF HAIR ON HER NECK OR BACK AND SHAKE IT AND LOUDLY SAY, NO NO STOP NOW!
BE FIRM IN ALL COMMANDS, DO NOT LET A PUP CHEW ON FLEASH OF ANYBODY, GRAB HER NOSE AND SQUEEZE IT LIKE THE MOTHER DOES IN CORRECTING HER BABIES.
I HAVE WATCHED MANY LITTERS I WHELPED GROW UP AND THE MOTHERS CORRECTING THEM AND SHE USES HER TEETH OVER THE NOSE LIGHTLY AND SPEAKS TO THE PUPPIES, THEY SOON BEHAVE FOR HER.
I USE THIS AND THE HUNK OF HAIR SHAKE OR GRAB HAIR ON EACH SIDE OF HER FACE BELOW THE EARS AND SHAKE THE HEAD BACK AND FORTH.  ALWAYS FOLLOW WITH A FIRM LOUD NO NO.  HAND A TOY IN PLACE OF THE HAND.
IF IT GETS WORSE AND SHE IGNORES THIS THEN GET A SPRAY BOTTLE OF WATER, ADD LITTLE VINEGAR AND SPRAY HER FACE AND SAY, NO NO.
IF NONE OF THIS WORKS THIS IS WHY SHE WAS IN A SHELTER AND WAS NOT STARTED PROPERLY AS A YOUNG PUPPY AND U MIGHT NEED TO RETURN HER FOR A HOME WITH A TRAINER, ETC.
