face scratching/panicking after tail cleaning

Our two year old English bulldog has a very closely held tail and over the past year he has taken to rubbing his face on his mettle crate after wipings.  Really he'll rub it on anything and he does it to the point of bleeding.  He basically runs around in a panic after we wipe him and if he gets too excited.  It's been heartbreaking to watch and our vet hasn't given us much to go on.  He has seen a dermatologist and is being treated for allergies but I feel like his problem might actually be the tail more than anything else.  I guess my question is, have you ever heard of these panic episodes related to tail problems?  We have tried anything you can imagine to treat the tail, ie: frequent bathing, malacetic wipes, flushing, antibacterial ointment, anal gland expression etc.  You name it we have likely tried it.  At what point should we seriously start to consider amputation?  I am so tired of watching him be miserable.

My belief is the less you mess with the tail, the better.  Is it absolutely necessary to keep messing with his tail?

I have never had a bulldog that had to be wiped.  I would try to get along with less intervention if possible.

If it is absolutely necessary to mess with his tail and you think it is causing him panic episodes, they I think having his tail removed may be a solution.  

Bulldogs are not suppose to have their tails removed but I know some breeders remove them when the puppies are little (docked tails), so there won't be problems later on.

We do not do this procedure but again, we have not had any tail problems.
