Answer
Hi Paul.  If your kitten is three weeks old and is not getting food from mummy, then you should definitely be feeding him yourself.  Is mummy not in the picture?  If not, you don't really need to put him near a heater.  To make sure that he stays warm if mummy is not in the picture, a nice bed with a half-full hot water bottle (not filled with boiling water - water warm enough to use for a cup of tea), and have the bottle wrapped in a towel to prevent any burns on his little paws.  That's enough to keep him warm, and of course, a little blanket or an old towel will do just fine for him burrowing in and getting comfy.  However, you should NOT be feeding him cows milk.  Most cats, despite what the media will tell us, are lactose intollerant (lactose is milk sugar found in most cow's milk based dairy products).  What you will need to do for this little one is to go to your local pet store (whether it be petsmart, petco, whatever) and get the staff member there to help you locate the following:
Emergency kitten feeding supplies (there is usually a kit that will have a bottle, a couple of different nipples in it and a sample package of formula).  From there, you will need to prepare the formula according to the package directions, and feed according to the directions as well.  Usually you will want to have the kitten on formula until around 6 or 7 weeks of age, and once they are strong, bowel movements are decent and they are urinating well, then you can introduce a wet kitten food - mixed about half and half with formula.  Over a couple of weeks, you'll want to wean the kitten off the formula, so you'll just reduce the amount of formula that you mix in with the wet kitten food.

Make SURE you get a can of kitten formula... this is the BEST for your kitten.
