cat lays in litter box

we have 2 brother kittens 6 months old. George is very social, acts like any other cat we've ever known. CoCo hides from us, will not come out, and LAYS in the litter box as much as possible.

Coco is hiding in the smallest area she can find to feel safe. I have a cat like that who is very skittish. She lives under the bathroom sink vanity. She has her food, water, and litter box in there. She feels very safe there. And I take the time to socialize with her to the point that now she comes out for a while and sits on my lap to be petted. But she goes back in her safe area when anything scares her. You might want to try to find a safe spot for her that she likes.  You can feed her special treats to win her over. Good luck.
