Cat meows too much

Hi - my cat is a 3-year-old neutered male. We have a catflap which he knows how to use, and has used without too many problems for about 2 months. But he's become worse at using the flap - now he has figured out where we sleep, he prefers to meow loudly outside our window at around dawn, when he is back from roaming about (he goes out at about 8-9pm and comes back around 5am, though it varies). We've tried keeping him out during the day to tire him out, but he just sleeps elsewhere. We wear earplugs but this is annoying every night, and also, he is so loud we can still hear him. After weeks of this, we are feeling exhausted! The neighbours are also pretty annoyed. What can we do?

I know of no way to keep your cat from meowing loudly at dawn outside of your window.  

Do you let him in your room at night?  If not, he wants to be with you and, as many cats have figured out, he can just meow relentlessly until you give in.

I know of no good way to prevent your cat from meowing, save locking him up indoors somewhere, which, to me, is very inhumane.
