i have a girl whos just over a year and a boy of 7 months they sit at the window waiting to go out and when i open the window they just sit there my tom goes out but only when its dark ive had them both from 8 wks and they have never had any bad experiences with me.

Many cats do not go out.  Some are happy to go out and some are much more comfortable indoors.  In the big scheme of things, indoor cats have a much longer life span than outdoors cats (12-15 years on average for indoors cats as opposed to 3-5 years for out of doors cats).

Outside are dangers in the form of people, predators, and automobiles.

So, it is just fine that your cats do not want to go out.  There is nothing wrong with that!!!!!
