I have a jack russell puppy 12 weeks old.  Two days ago when I took her out she squatted to urinate but continued to squat.  In the house she will leave small spots of urine.  The vet took a urine sample and says she has alot of red and white blood cells but her white blood cells are more.  The bacteria are rods and he need to check her blood to check the kidneys($112.00) and do a culture & sensitive video to further check her kidneys($100.00) and wants to give her antibiotics($50.00).  I want to take care of my familys new pet but this seems like alot of money.  Please advise.

The white blood cells in her urine indicate a urinary tract infection.  She should be on antibiotics for 10 - 14 days.  Tell your Vet. that you want to start with the conservative treatment.  If this does not solve the problem, then you will consider more tests.  As far as the culture, it would be great to know exactly what organism you are dealing with and exactly what antibiotic should be used, but this is usually overkill.  There are a couple of antibiotics known to be effective on urinary tract infections.  She is too young for Baytril, but Clavamox is pretty good.  The red cells are usually there with a UTI.
