st bernard irritated vulva

Question
I have a 5 year old female St Bernard, she is constantly licking her private area. I mean all hours of the night and most of the day when she isn't sleeping. it is making us crazy. she is not fixed and has contact with out fixed male. but this has been going on longer than a "normal" heat cycle. what could this possibly be?
we took her to the vet about a month ago, after $300 they said she is fine.
