dog constantly licking his penis

I have a three year old Chihuahua. He occasionally would "hump" a toy and then lick his penis. He would never become erect. I have gotten rid of the toy, now he licks his penis constantly, and I mean every waking moment. Is this normal?

No that is not normal. You didn't say whether or not he is neutered.
Dogs don't become erect the way you might think they do,but getting him neutered would help this problem.

If he is neutered then he needs to be seen. He has some sort of irritation going on if is he licking day and night. You really need to call the vet on Monday and have him seen.
