My Toy seems to upchuck when he gets excited. He weighs 5 pounds and sometimes only upchucks bile, other times some of the last meal he ate. Of course, he is easily excitable. Is upchucking a part of their breed? I have tried to monitor the occurrences, and they seem to occur more often when he wakes up, but not always.

No it's not part of the breed. It could be that he has a structural defect causing this issue. You don' mention age but older poms are more likely to have esophageal issues than younger dogs.

This sounds more like he is having some issues with his diet than excitement. He may be getting excited because he feels the need to vomit. Bile is an indication of pancreatic problems and those are usually from diet. Little dogs in general more easily get pancreatitis and other digestive problems from dietary indiscretions and these can be very serious and even fatal.

Never give your dog any kind of human food- this is the number one cause of digestive disorders. Many dogs foods, especially fatty canned ones, are also high in fat and are as bad for your dog as human food is ( think mighty dog for example).

If he continues to vomit you need to have him looked at by your vet. Vomiting bile is not good and needs to be examined why he is doing this.
