Why is my dumbo rat whimpering? Please help me!!!

I have no way of knowing why your rat is whimpering. Look around his cage and see if he has cut himself on something, or if he is stuck or if he has blood on himself.

If you see a major problem then call your local vet right away! Don't wait too long.
