Sheltie vulva exteriror sores

Question
My 6 year old Sheltie has recurrent sores around her vulva area.  It appears urine caused effect.  I wash the area with a damp clothe--She has been seen by 3 vets this last year and several ointments plus antibiotics pills have been used.

What can be the cause?  Is she diabetic?  What can I do for her?

I would recommend having her urine tested for urinary tract infection and rule out diabetes or other urinary tract disease such as crystals;  However, I would suspect that maybe she is leaking a bit of urine leading to urine scalding and subsequent dermatitis.  You can try apply Desitin (zinc oxide) to the area to try to prevent the sores.  Also keep the hair clipped short around the area and keep it as dry as possible.
