which protein skimmers should i buy, and i have an algae problem in one of my tanks?

hi T.J., usually i ask all of my questions to Jennifer, but she is maxed out at the moment, my best friend used to be the saltwater fish manager at the local store, but has switched jobs, and is impossible to get a hold of.
so here goes,
i have two tanks, both of them are 20 gallons, one is a 20 high, the other is a 20 tall. I will list what is in both of them.
First off the twenty tall - has a current 65 watt compact light ( the bulb is about 3 months old), a fluval 205 filter (with black diamond activated carbon, and 2 trays of biomedia, biomax i beleive) this tank contains around 15 pounds of tonga fusion live rock, 25 pounds of live sand, 2 cinnamon clownfish, a medium to large bubble tip anenome, 2 snails, and a bunch of small crabs,and one money cowrie.
2. next my 20 long-
this tank is filtered by a fluval 105(which has one tray of black diamond carbon, and one tray of biomax) this tank also has a current light 30 inches, 65 watts. the fish in this tank are 2 false perculas, one fire goby, and a yellow wrasse (they all get along really well) this tank has about the same amount of live rock, but some different types I am not sure exactly what types (some i got off my friend that is covered in pink corline algae) this tank also has a snail, an assortment of crabs, and a money cowrie.the twenty tall has some coral in it also.
i have had a algae problem with the 20 tall since setting it up both tanks are have probably been established for 6-7 months I can clean the algae in the twenty tall, and it comes back in 4-5 hours or at the longest one day, i have done partial water changes, bought some phosphate crap that went in my fluval (my firned suspected this was the problem), i even bought a $500 under the sink RO system(so i can drink the ro water to) the twenty long develops algae after two weeks, i only put 1/2 teaspoon essential elements in them every two weeks, and perple up in them every other day, and feed the fish twice a day with some garlic food (i don't remeber the name, but they love it)so how can one tank be developing this algae and not the other? oh yeah i even put dark curtains up to block the sun from hitting either tank. both tanks have the same lights, filters, and sand but only the twenty tall develops this bad algae, now it is half green, half red, before it was just green. also when i look from the bottom up through the water there appears to be scum floating on the 2o tall, just alittle bit on the twenty long, barely noticable, i was going to buy a protein skimmer for both, would this help? which kind should i buy, the twenty tall has like 5-8 inches behind it, but the twenty long has like 2 1/2 inches if that, its really close to the wall.
oh yeah they both have hydor powerheads in them, as for them being to young to host a bubble tip anemone he does great, he has gotten stuck in my intake for my fluval, and in the powerhead, and always bounces back, i feed him a cut up silverside every two weeks. so what protein skimmers would you recomend, and what about the algae that is only in one tank? keep in my mind the cheaper the better, but i know you get what you pay for, so i just need something with a kind of in the middle price range, with a power head with it, like a venturi or something, if it something dr. fosters stocks that would be great, cause i am also looking to buy a refractometer, and they are reasonably priced there.

The algae in your tanks is normal, tanks under a year old go through 3 algae stages. getting a skimmer will for sure help though since it removes the nutrients algae feeds on. a good skimmer is the coralife 65g needle wheel. it sells for $100 on ebay, and is a good reliable skimmer. I run them on my tanks

To get rid of the algae, just skim alot, feed a bit less, and keep up with your water changes. it will soon disappear
