Heyy I have a green spotted puffer and I believe the temp for there water should be 76 78 degrees. I touched the water and it felt cold but the temp was 76. Is it suppose to be like that?

To me, 76 feels cold... But it will really be relevent to the 'ambient' temperature.  What temperature is the room your tank is in.  If it is warmer then 76 then the water will feel 'cool'

I would suggest though that you compare your thermometer with something else??? (another thermometer, or electronic sensor, or if the thermomenter goes up to 212F, then stick it into boiling water... although that will help, hot boiling water is outside the normal 'range' that we measure, but it will give you some idea...
