whisper 5-15 power filter

i have the 5-15 power filter and i cant get it started 9 have the cartidge in it and it is plugged in and water is in it and i dont see like a switch anywhere so i dont know how to start it

Thank you for your question. Is this the one that is like an outboard bucket with a tight fitting cover, with tubes going in and out the top? Where you have chambers inside? I think you have to fill it up with water, then put the top on and clamp it down. It will only work if it's full.
Or is it the one where the filter is in the hood? That one needs to be filled up with water too.
Another good resource is the shop where you bought it. Aquarium supply shops usually have an educated sales staff who understand the products you sell. So you can also consult them.
