SICK BETA, HELP I THINK HES DYING

My mom's betta is very sick.  She changed his water yesterday and he became almost listless sometime afterwards (maybe less than 2 hours but we're not sure).  We don't know what to do.  My mother put chlor-out in his water, as she always does.  After she noticed he seemed sick we looked to the internet for a possible answer, then checked his water temp?  I think it's warm enough, but he's still just lying close to the bottom and almost on his side.  Is there anything we can and should do?
