Setting up sand

Hey Karen how have ya been?  You gave me help on a 90 gallon african tank and im now setting up a 60 gallon hex and I wanna use sand as the substrate but at the top of my soaking sand {I was told to soak it before adding it to the tank} there are little "sand balls".  I break them up only for them to reappear.  Do you have any instructions I can use for getting my sand ready and setting it in the tank?  Thanks for your time!

Congrats on the new 60 Gallon!
I can bet that you may just be getting little air pockets in your sand.
Everything should settle with time I'm sure. Maybe gently digging around in the whole sand bed will help release air pockets and such.
