Answer
Hi Eric
Going to need some more information.
What size is the tank?
What and how many other fish are in it?
How long's it been set up?
Do you have a test kit, if so, what's the ammonia, nitrite, and nitrate readings in the tank?
Is there a filter on the tank?

My guess would be, and this is assuming the tank has fish in it already, the water quality is poor and it's affecting them.  The possible reason why they do fine in the bowl with you slowly adding tank water, the tank water is being diluted with the fresh water.  You can try doing a large water change on the tank, and then let them get used to that new water.

For the goldfish, not really normal.  They generally swim about the tank.  A fish that's hanging out at the top usually means either poor water quality(ammonia or nitrites present) or not enough oxygen in the water.

Let me know on those questions, I may be able to give you a better answer.
