Goldfish staying by filter

I was wondering if you could tell me why my goldfish, who we recently bought 2 weeks ago and is in a 10-gallon freshwater tank, is staying by the filter, which extends down only to the top 1/3 of the tank.  The fish just started doing this two days ago and only swims around when we feed him/her, then goes back to the filer area.  Thanks so much - Emily

This may be because he likes this place to hide and that there is oxygen coming out of the filter. Do you have an air stone? He may like the filter because it is blowing out oxygen.

This also may be because he doesn't have to swim much because the power of the filter is helping him stay up without him doing anything.

Turn the filter off and tell me his reaction to this.
