hi, i heard that if you do water changes frequently for a short period of time that the cloud eye should go away.  i do water changes weekly but i just got the angel fish on tuesday so he may be stressed out anyways and that may be why he got it.  it is just one eye and what i was wondering was, i heard that you could wipe the eye with betadine solution.  does this sound right? or should i just do the water changes for a week till the eye resolves it's self.

I wouldn't use any medications yet. Especially Betadine because it is pretty harsh. If it comes into contact with the gills it could kill him too. He probably injured himself in transport (net, bag, etc.) or in the tank because he wasn't yet used to his new home. It just needs time to heal. Change 25% of the tank water every day for 3 or 4 days and see what happens. Fresh clean water helps avoid infections by reducing the naturally occurring bacteria and fungi that are already in the tank. It also helps boost his immune system. Be sure he isn't getting bullied and provide more hiding places on the form of plants. Angels love plants to hide in, especially live ones. It's why their bodies are flat. They swim and  hide between plant leaves and stalks.

If his eye begins to get puffy, whitish or bulging it may be an internal injury to the eye. It is recommended to use an antibiotic for that, but clean water also helps.
