tiny white bugs

Question
We partially changed the water in our freshwater aquarium over the weekend and cleaned the inside of the hood. Yesterday I noticed thousands and thousands of tiny white bugs - they look like moving specks of dust, crawling over the outside of the tank and the hood. A minute after I've wiped the hood and glass thousands more appear. There's also a rotten smell coming from the tank although the water is nice and clean. We've got a nine month old son so I'm terrified that the bugs could cause harm. Any idea what they could be or how to get rid of them without harming the fish?

Answer
Hello

Could there be a stray dead fish in their somewhere? The bugs may be water fleas (not bitey like pet please). Whatever they are they are if they are aquatic i would not expect them to harm you son. Killing them could be tricky, an you vacuum them away?
