I made a partial water change at 0600 pm last nite. What is the time frame I should wait before adding new fish. There are no fish in tank right now

Without knowing other information.....like what are you doing with the tank?  Did you do a fishless cycle?  
Is it just up and running with just water in it?  If that's the case, it's not cycled because there needs to be an ammonia source in the tank to start the cycle.  

But yes, technically you can add fish right away to the tank after adding water.  Since I don't know if you did a fishless cycle or what, I would recommend starting out with a few hardy fish.  Zebra danios are usually pretty good, but if you need to cycle a large 55 gallon tank, they won't do much.  Either way, start with a few fish, wait a few weeks and add a few more.
