I just bought a beta fish today and I have him in vase. I used the proper drops to condition the water and put in a few beta pellets. At first he was swimming fine and when I came home from work, he has just been hanging out at the top surface.  Sometimes he will swim but he is mostly just there doing nothing.  I fed him and he'll move a little and blow a bubble or two.  What is wrong with the fish?

Betta Fish should be kept in a 5 gallon tank which is properly  filtered and heated. Despite the myths, Betta Fish can and will suffer muscle deterioration in anything smaller. They will also live longer and happier lives in a 5+ gallons.

But as for the question, make sure your water temperature is between 72-76 degrees. Anything outside of that range can cause your fish to become lethargic as you have described.

Also, Betta Fish are surface breathers and tend to swim near the top of the tank.
