white stingy looking fiber in tank

Question
I have a 30 gallon freshwater tank with 3 angels ,1 keyhole cichlid and 2 clown loaches.  I have a whisper power filter. I have plastic plants.The problem I am having is I keep getting white stringy fiber looking stuff on my plants.  I keep cleaning the tank but it keeps coming back.  What is it?  It looks like the fiber that the Whiper bags are made of although I am not using a chemical that would make the bags come apart.
Any ideas would be apprieciated.

Hi Donna,
 I have never seen that before but it sounds like it definitely could be the Whisper filter bag stuff.  Have you
tried replacing the filter bag?
