fish fighting

i just got 4 Serpae tetra, two Otocinclus, and a dwarf red gourami for a 10 or so gallon tank, one of the tetra is nipping the gourami's tail what to do? this tetra seems to stay away from the other tetras

Serpra tetra are fish nipping fish.  You will have to remove the gourami, or get rid of your Serpae tetras.  He won't stop, and there is nothing you can do.  He will eventually stress the little gourami, and he will get sick.  Bring him back to the pet store for a credit, or change him for another Serpae.
