Hi Jen!
I have a beautiful Black Colombian Paso Fino horse here in Puerto Rico and he is having this problem: I don't know if its some kind of fungus but the hair on his tail , in the upper part of it where the tail bone begins , is spiky and he is scratching it against the wall a lot. This is damaging his appearance ,obviously, but what concerns me more is what he has there and how can i help him.

This is actually a common problem and an easy one to fix. Your horse most likely has pinworms. They are very itchy to the horses anus and will cause him to rub his tail. Just give him a good dewormer and you will fix the trouble. You can then put a hair growth product like Shapley's MTG and get the hair back faster.
