hello ma'am, i heard that in cold climates, horses are fed only OATS. is it true? if yes, may i know why?

Thank you for your question.  Oats are a popular cereal grain fed to horses, but there is no circumstance that dictates that oats must be fed to horses, nor is there a specific circumstance that would have oats fed as the only grain.  The choice to feed oats, and how much to feed, is an individual management decision.
