Asking about confirmation on horses is getting away from the topic of this site. I agreed to answer questions about behavior, training and riding, etc. But I will comment on your question.
I am assuming your referring to the hind quarters. A horse has forequarters and hindquarters.
The mare is in foal during the filming so that can be deceiving. Just like a human female, the mare's body can change during pregnancy. Because the belly is large due to the unborn foal, it can make the hindquarters appear smaller than what they are. At the time of the filming it appears that the mare is heavy on the forehand (too much horse in front). But as I mentioned, the mare is in foal and it can be misleading. So, it would be unfair to judge this horse at the time. Look at a pregnant human female. Could you tell just how much weight she normally has when not pregnant while looking at her carrying a baby inside? Or her "confirmation"? It would be unfair to the woman to judge her that way. Yes, you can get a general picture of the horse but the body changes so much during pregnancy.
