neck collars for horses

hello, can i tie a neck collar for horses loosely? what are the uses of neck collars for horses?

I hardly ever see  horses that are turned out just wearing neck collars.

I personally have never used them.

They do not have the control of a halter.

You would have to be very careful about how loose you would fit it (or how tight).
Often  in the States we do not turn horses out with halters.

There is always the chance of them getting caught in something, either a hoof when the horse is  scratching, or something in the pasture,

You might want to ask someone else with more experience with neck collars.
