Horses express emotions in their body language. This includes their ears, tails, general muscle tone, mouth, and eyes. We look for 'soft" eyes. If a horse looks frightened, angry,
anxious, etc., then you have to address it and through your energy and exercises work to bring the animal back to "soft" eyes.

If I have a client bring out their horse for me to work with, and the horse's eyes are
hard or anxious, I will not allow them to ride that horse until we have worked with the horse enough to get a positive, willing attitude.

I think this horse is anxious. I think that that is what his eyes are telling me. In race horses (which is  hard on horses) it would not matter to a jockey or trainer what the horse is feeling at the moment......you would have to work him or race him no matter what his attitude was.  But if you were training him and had the opportunity, you can work on getting the soft, relaxed aspect of the horse.
