last night my tortoise was making loud sounds when is saw her, her mouth was wide open and her legs would go in her shell then she would cough and her eyes would be watery and bubbbles coming out of her mouh it really scaed me so please help me i you can

This is a classic respiratory infection, possibly even pneumonia.

The typical treatment is not always effective, but includes boosting tank temps about 5 degrees, eliminating drafts, plenty of access to water, good diet and vitamins, good access to UVB rays or getting outside, and reducing stress.

A vet would administer a supportive course of antibiotics for secondary infections- while this is not proven to be effective, it is certainly an option.
