Reeves Turtle Hibernation

Question
I have a Reeves turtle about 1 1/2 inches long.  He is about 1 1/2 years old.  He lives indoors and has a sun and nightime heat lamp.  I feed him store bought turtle shrimp.  I live in Japan, so it is Japanese turtle supplies.  He has appeared to begin hibernating on top of his sunning log - I just got him last December, so he did not hibernate last winter.  He looked ok for the first few days, but some white stuff started to form around his mouth, and his eyes look a little sunken in.  Is that ok?  Is there anything I need to do for him?  What temperature should his area be while hibernating?  When will he wake up?  What do I do then?  Thanks

If he is hibernating, he would be under cold water in a thick layer of mud- not out in the open.

White stuff in the mouth is usually a sign of something called stomatitis. Here are some links for cares:
