smelly cloudy turtle water

Turtle is 2 yrs old.  about 3 weeks ago, tank was very cloudy and smelly; we changed water, cleaned everything and within days was smelly, cloudy again. i bought a new 2 gal tank and am using 30 gal filter.  still getting cloudy, smelly water withing hours.  what's up??
