I have him in a 4foot by 18in tank he will spend long hours sratching at corners is this normal

Hello I am answering your question about your tortoise and scratching. The reason he is scaratching is nature. See in the wild tortoises would cover close to a mile walking. A Russian maybe not that m uch but they cover alot of grounds. The tank you have him in is really to small. He needs a bigger set up and it can be done very cheap even free!!  Take a book case put it on the back, take shelves out and poof youre on the way. Place your substrate in the bottom, add lights to the sides where he can still get the heat and uvb. Then put him in and watch the diffrence.

He is scratching as digging is normal. However he can see there is something beyond his set up and as it is so small he is trying to get beyond that area he has. he is trying to get out needing more room to run.

Please give him more room youll see the changes in him and how active he will become but youll also see the happiness.
