Question
Where could I find these bugs and the poison dart frog. Also the Poison dart frog cant live with the fertilizer either can it? Lastly arent the dart frogs very toxic to touch

You should change the substrate, either to unfertilized soil or to coconut bedding (it's not that expensive and a small brick will be enough for a 10 gallon).
Captivity bred poison arrow frogs are not toxic any more. They feed on certain mites and ants in the wild to make the toxic and since they are usually fed fruit flies and springtails in captivity, they cannot do so any more. They still shouldn't be touched but only because all frogs overheat very quickly and are often easily stressed out by being handled.
